The manual calls the upper one the "meter sensor" and the lower one the "slave sensor". The manual doesn't give any information on their purpose. I suppose the slave sensor catches the pre-flash and the meter sensor either turns the HF-DC1 off based on the timing of the camera flash or by how much reflected light it receives according to the power switch setting.
